In my annual salute to the NCAA tournament, here's the annual mock draft of draft-eligible collegians, regardless of whether they're coming. Not that it's a scoop in a year in which everyone has the same top five and in the age of the 24/7/365 draft-nik, when the latest mock is a mouse click away. The others are weighted according to players' perceived intention.

Rodriguez, 40, describes the 16 million Latino evangelicals he represents as a mix of "Billy Graham and Martin Luther King, Jr. -- with a little salsa tossed in." He sees himself that way, too.

Ned William Roeder, 60, of Frisco, Texas, formerly of Lima, died March 15, 2010, at his residence. He was born May 13, 1949, in Lima to Ned and Virginia Jean Gracely Roeder, who preceded him in death. On July 7, 1978, he married Colleen Floyd, who survives in Frisco, Texas.

Ross H. McManigell Jr. 85, died at 11:15 p.m. March 19, 2010, surrounded by his family and friends. He was born Feb. 13, 1925, in Charleston, Ill., to Ross Henry and Hazel A. Trulock McManigell, who preceded him in death.

State Sen. George H. Winner Jr., R-Elmira, said Thursday that he is still trying to build bipartisan support for legislation he is sponsoring to require the state to provide personal income tax refunds within 30 days after a taxpayer files a return. Gov. David Paterson has announced the state is delaying income tax refund payments as a way to ease the state's cash flow. The state stopped issuing refunds Monday, according to a news release.
